I am reaching out to request your assistance in obtaining a copy of DND Department Circular Nos. 23-2019 and 13-2020. One of our UP College of Law faculties urgently needs these documents for research purposes. Unfortunately, we don't have a copy of these circulars in our Law Library, and I was hoping you could provide us with one. Your help would be greatly appreciated . Response to your request
While we aim to provide information whenever possible, please be advised that DC No. 13-2020 has undergone amendments, and the updated version has not yet been published. As a result, we are unable to provide a copy of the document at this time.
We regret to inform you that your request is currently denied. You may resubmit your FOI request once the document has been finalized.
Your right to request a review
If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to the Undersecretary of National Defense who heads the Central Appeals and Review Committee. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.
If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
