The Philippine Health Facility Development Plan (PHFDP) 2020-2040 lays out the development of priority health facilities in the country towards the realization of the provisions of the Universal Health Care Act.
The development of Level 3 hospitals and specialty hospitals catering to priority specialty care is included in the plan.

Moreover, for the development of Specialty Centers based on Department Order No. 2021-0001 Designation of Selected DOH Hospitals as Specialty Centers, the funding support for the construction and/or renovation and equipping of Specialty Centers shall be aligned with the PHFDP.
Possible fund sources for the infrastructure and equipment of Specialty Centers include, but are not limited to, Health Facility Enhancement Program (HFEP), hospital income, development partners and Public Private Partnership (PPP).
