I am pleased to inform you that your FOI request has been approved. Below are the responses from the DOH Health Facility Development Bureau (HFDB) on your requests, as follows:
1. Number of accredited cardiovascular care hospitals/facilities in the Philippines categorized by region
- The Philippine Health Facility Development Plan 2020-2040 lays out the development of priority health facilities in the country towards the realization of the provisions in the Universal Health Care Act. The development of hospitals catering to priority specialty care such as cardiovascular care is included in the plan. The Department of Health has designated DOH Hospitals through a Department Order No. 2021-0001 Designation of Selected DOH Hospitals as Specialty Centers. The list of designated Cardiovascular Specialty Centers is provided in the DO which is accessible through: https://bit.ly/DO20210001-SpecialtyCenters
2. Architectural design guidelines for cardiovascular care facilities and list of spaces required for cardiovascular care hospitals/facilities
- The Department of Health (DOH) has no design guidelines specific to cardiovascular care facilities. In lieu of this, the Resource Stratified Framework (RSF) for cardiovascular care facilities is provided as annexes in the DOH Department Order No. 2021-0001 entitled "Designation of Selected DOH Hospitals as Specialty Centers for Brain and Spine Care, Burn Care, Cancer Care, Cardiovascular Care, Dermatology Care, Eye Care, Geriatric Care, Infectious
Disease and Tropical Medicine, Lung Care, Mental Health, Neonatal Care, Orthopedic Care, Physical Rehabilitation Medicine, Renal Care and Kidney Transplant, Toxicology, and Trauma Care" and its amendment (bit.ly/DO20210001-SpecialtyCenters) can serve as a planning guide/reference in providing specialty care services in respective health facilities across the continuum of care. You may also refer to the Planning and Design Guidelines for Hospitals and other Health Facilities as a general reference for health facility design. This guideline is included as Annex B of the DOH Administrative Order No. 2016-0042 entitled "Guidelines in the Application for Department of Health Permit to Construct (DOH-PTC)" and is accessible at the official website of the DOH Health Facilities and Services Regulatory Bureau (HFSRB) at https://hfsrb.doh.gov.ph/
