You have requested the DOH guidelines.
I am pleased to inform you that your FOI request has been approved. The Philippine Health Facility Development Plan 2020-2040 (http://bit.ly/PHFDP2020_2040) lays out the development of priority health facilities in the country towards the realization of the provisions in the Universal Health Care Act. The development of hospitals catering to priority specialty care such as geriatric care is included in the plan. The direction of the Department of Health is to establish Specialty Centers by designating existing DOH hospitals across the country to be capacitated in specialty care. This strategy would enable the government to maximize its limited resources while ensuring the provision of specialty care services to all. The list of designated Geriatric Specialty Centers is provided in the Department order No. 2021-0001 Designation of Selected DOH Hospitals as Specialty Centers (bit.ly/DO20210001-SpecialtyCenters).
In line with the development plan for the Specialty Centers, Resource Stratified Frameworks (RSF) were crafted for each of the seventeen (17) priority specialty care. This framework articulates the base facilities , catchment areas, services, infrastructure, equipment, human resources, and other components to be provided in health facilities in order to provide specialty care across the continuum of care. The RSF for Geriatric Centers is provided in Annex E of the Department Order No. 2021-0001 Designation of Specialty Centers in Selected DOH Hospitals and its amendment. The RSF will serve as a planning guide to designated Specialty Centers to achieve their designated levels.
