Cruz, Manila, Barangay 353 Manila Dear DOH, I am Gibe Tirol, a faculty member of Cebu Technological University and a Doctor of Information Technology candidate at Cebu Institute of Technology - University. I an currently conducting research title "Deep Learning-Based CNN System for Presumptive Pneumonia Detection." This study aims to develop an AI-driven system that can assist in the early detection of pneumonia using deep learning methodologies. To support this research, I would like to formally request access to anonymized X-ray images (in JPG, PNG, or DICOM format) of patients diagnosed with both positive and negative pneumonia cases. These images will server as critical data for training and validating the convolutional neural network (CNN) model in our study. I assure you that all data obtained will be handled with the utmost confidentiality, adhering strictly to the Data Privacy Act of 2012 and any necessary NDA asn required by the DOH. The data will be used solely for research purposes and will not be shared with any unauthorized parties. I would appreciate the opportunity to discuss this request further at your earliest convenience. While our primary objective is to provide information whenever possible, we forwarded your FOI request to our Radiology Dept and Research Unit and both offices have said that the request for XRay images is considered as research in nature. To this, you will have to kindly follow the research guidelines of NKTI (refer to attached pdf) Likewise, NKTI does not currently allow remote access of our clinical records by any non-NKTI personnel For further clarification on our research guidelines, you can email our Research Unit at [email protected] and kindly address to Mr. Roby Tardeo.
