I would like a review of recommened bail amounts by assistant city prosecutor Mark Oliver C. Sison of Angeles City Office City Prosecutor in Angeles City. Based on several cases, I believe he is ignoring DOJ Circular 011 and levying bail amounts as high as 200,000 per charge on defendents despite their status as indigent. This review should be done by the DOJ in Ermita, not OCP in Angeles City to ensure transparency.
I believe he is doing this to increase his conviction rate as marginalized defendants are more likely to accept a plea bargain if bail is set to maximum.
Nearly 90% of the suspects he places drug charges against in Angeles City with PDEA are indigent. Therefore, the bail amounts should mostly align with DOJ Circular 011 and be 10K or less. However, as part of a land grab scheme, he is levying high bail amounts against indigent suspects arrested in squatter communities.
