Regarding your inquiry about leave entitlements for an employee during a "non-special working holiday," please note that there is no such classification as a "non-special working holiday." It is possible that you are referring to a Special (Working) Day, such as the EDSA People Power Revolution Anniversary on February 25 (Tuesday).
On this day, there are no special wage considerations. It is treated as an ordinary working day, and no additional pay is required for employees working on this date.
For Special Non-Working Days, the "No Work, No Pay" principle typically applies. This means that if an employee does not work on a special non-working day, they are not entitled to compensation. However, if they work on this day, they are entitled to additional compensation amounting to 30% of their regular daily wage.
Please be mindful of the distinction between these two types of days for accurate application of compensation rules.
