Based on the previous response from Bureau of Construction, this Department:
As stated in Department Order (DO) No. 49, Series of 2024, "Guidelines and Procedures for the Establishment of the Construction Materials Price Database", the CMPD serves as a reference in determining the unit cost of pay items in the preparation of cost estimates, such as Program of Works (POW), Approved Budget for the Contracts (ABC), and Detailed Unit Price Analysis (DUPA), for DPWH-implemented projects.
It is understood that as per Section 176.1 of the Intellectual Property Code of the Philippines, (RA No. 8293, as amended), no copyright shall subsist in any work of the government. However, the request is for personal purposes. Any uncontrolled distribution/reproduction of the requested documents may probably result to exploitation of such information for profit. Moreover, the intended purpose is for private operations and related benefits and not for the purpose of addressing matter which are of public concern. Hence, this Office regrets to inform you that the requested documents cannot be provided.
In view of the foregoing, you may refer to the Department of Trade and Industry (DTI) for the prevailing market prices and suggested retail prices (SRPs) of various construction materials (https://www.dti.gov.ph/konsyumer). In addition, you may consider consulting the Construction Materials Retail Price Index (https://psa.gov.ph/price-indices/cmrpi) and Construction Materials Wholesale Price Index (https://psa.gov.ph/price-indices/cmwpi) published by the Philippine Statistics Authority (PSA), which is regularly updated and accessible through their official website. These resources can serve as credible references for market trends and pricing benchmarks.
Additionally, it is recommended that an actual market survey be conducted by the requester in order to obtain the most accurate and up-to-date pricing information for the concerned construction materials.
In relation with your request for Geotechnical report along Timog Avenue, West Avenue, and Quezon Avenue:
We can only provide data along Q. Ave- Brgy Central (F.Y. 2021), if you wich to continue with this request kindly provide us a copy of a formal letter addressed to Mr. Andro V. Santiago, DPWH-FOI Receiving Officer, with your company/school logo as its letterhead, duly signed by you and your supervisor/professor.
