We have received your request on DUPA, dated yesterday.
As stated in the previous response from DPWH Bureau of Construction Director Allan S. Borromeo: "...stated in Department Order (DO) No. 30, Series of 2025, "Guidelines in the Preparation of Program of Works (POW) and Approved Budget for the Contract (ABC)", the formats for preparing and processing POW, ABC, and DUPA may only be downloaded from the DPWH Intranet Website. Therefore, these forms and templates are intended exclusively for DPWH personnel.
It is understood that as per Section 176.1 of the Intellectual Property Code of the Philippines, (RA No. 8293, as amended), no copyright shall subsist in any work of the government. However, your request is for personal purposes. The uncontrolled distribution or reproduction of the requested files could potentially lead to exploitation of such information for profit. Moreover, the intended purpose is for private operations and related benefits rather than addressing matters of public concern. Hence, this Office regrets to inform you that the requested files cannot be provided."

Your right to request a review
If you are dissatisfied with our response to your FOI request, you have the option to request an internal review. To initiate this process, kindly submit your written appeal for review addressed to DPWH Secretary Manuel Bonoan. Please provide a detailed explanation of your dissatisfaction with our response within 15 calendar days from the date of receiving this response. We will conduct the review and communicate the outcome within 30 calendar days from the receipt of your review request.
Should you remain unsatisfied with the review outcome, you retain the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
