This is to respectfully clarify the scope of my FOI request (Reference
No. MWSSCO-408969568594) regarding the property of my late
father, [REDACTED], Lot No. [REDACTED], Survey No. [REDACTED], Barangay
[REDACTED].
Our primary objective remains the administrative release or
certification of non-acquisition for the land portion, confirming that
MWSS did not complete the land purchase under the Laiban Dam
Land Acquisition and Resettlement Program (LARP). This clarification
pertains only to the land, not to the improvements.
However, we also wish to formally note that the family is
maintaining our right to the remaining sixty percent (60%) balance
for the improvements compensation, as referenced in MWSS’s
official correspondence dated January 15, 1988 and April 26, 1988.
Those communications explicitly covered payment for
improvements only, separate from land valuation.
To summarize our position for accuracy in record processing:
1. The release or non-acquisition certification we are requesting
pertains solely to the land portion, to clear any MWSS encumbrance
or pending claim.
2. The balance of improvements payment (60%) remains a distinct,
outstanding administrative obligation under the original 1988 LARP
transaction, which we continue to pursue for proper completion.
Should your office require clearer scanned copies of the supporting
MWSS documents or the 1984 Ministry of Agrarian Reform
certification to verify this distinction, I am willing to provide them
immediately.
Thank you for noting this clarification so that the Legal Affairs
Department can act separately on the (1) release of the unacquired
land, and (2) processing of the remaining improvements
compensation.
