You asked for the percentage of students who did not avail of free tuition and the number of students who availed free tuition for AY 2018-2019.

Purpose/(s) stated for request 

Since you did not provide complete information required in the application form under the UP FOI Manual, which is the reason(s) or pupose(s) for which your request for information is made, we regret that in the meantime we are constrained to DENY your request. 

Article III Section 7 of the 1987 Constitution which  is the basis for the requirement under the UP FOI Manual states:

“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.”
