2 April 2019 Dear Ms. Magtoto, This refers to your request dated 29 March 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for the percentage of students who did not avail of free tuition and the number of students who availed free tuition for AY 2018-2019. Purpose/(s) stated for request Since you did not provide complete information required in the application form under the UP FOI Manual, which is the reason(s) or pupose(s) for which your request for information is made, we regret that in the meantime we are constrained to DENY your request. Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states: “The right of the people to information on matters of public concern shall be recognized.
