I would like to request earlier stock estimates of overseas Filipinos that are not available in the CFO website (before 2000) as I am currently writing my dissertation on Filipino migrants.

Dear Ms. Cases:
Greetings from the Commission on Filipinos Overseas (CFO)!
This refers to your FOI request dated 02 May 2017 for Stock Estimates of Overseas Filipinos before year 2000. We are pleased to inform you that we have uploaded the stock estimates for the years 1997, 1998, and 1999 in the CFO website. Please refer to this updated web link of the stock estimates: http://cfo.gov.ph/downloads/statistics/stock-estimates.html. Data for years not mentioned are not available.
Also, please be advised that the CFO is momentarily not releasing any updates on the stock estimate pending the approval of the Philippine Statistics Authority (PSA) Board of the proposed framework on the counting of overseas Filipinos.
The framework which aims to develop a more comprehensive data on migration and harmonize different migration sources of relevant government agencies, was developed in 2016 by the Inter-Agency Committee (IAC) on Migration Statistics. The stock estimate is the aggregate of all Filipinos residing or working overseas at a given time. It consists of three categories - permanent, temporary and irregular migrants.
The main sources of the Stock Estimate include the administrative data of different government agencies such as CFO, Philippine Overseas Employment Administration (POEA), and the Department of Foreign Affairs (DFA). The latest stock estimate published by the CFO was as of December 2013.
However, the CFO data on registered Filipino emigrants, EVP, and au pairs are updated annually, and may be accessed in the Statistics Section http://cfo.gov.ph/downloads/statistics.html.
For questions or clarifications, you may contact Mr. Frencel Tingga of the Policy, Planning and Research Division directly at 552-4766 to walk you through these references from CFO.
Thank you very much.
