We, the undersigned, are 4th Year BS Computer Science students who are planning to conduct a study that aims to investigate the patterns and trends in lung disease, specifically on tuberculosis bronchitis, lung cancer and the normal lungs using image processing algorithms.
In this regard, we are formally sending this letter to request a copy of X-Ray images of patients with tuberculosis, bronchitis, lung cancer disease and normal lungs to be used in our research study. and We would like to clarify that our request solely pertains to obtaining the X-ray images and not the personal information.

Response to your request

While our aim is to provide information whenever possible, in this instance We regret to inform you that we cannot disclose  X-Ray images of patients with tuberculosis, bronchitis, lung cancer disease and normal lungs as these are medical records classified as sensitive personal information under the Data Privacy Act of 2012 and FOI exemption under the FOI Memorandum Circular No. 89.

Your right to request a review

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing to the Central Appeals and Review Committee, at foi@doh.gov.ph. Your review request should explain why you are dissatisfied with this response, and should be made within 15 calendar days from the date when you received this letter. We will complete the review and tell you the result within 30 calendar days from the date when we receive your review request.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
