What was given to me was the entire franchise area, instead of a per substation's reliability indices.

I request for CEPALCO's reliability indices FOR EACH SUBSTATION. If it is not available, please respond with written explanation why this information is not available, as required in PDC 2017 Section 3.3

1. Section 3.3  RELIABILITY STANDARDS FOR DISTRIBUTION UTILITIES, and;
2. As illustrated in Appendix C of PDC 2017

A sample reliability study for each substation was presented in ERC CASE NO. 2015-016 RC – ANNEX C PAGE 40-41 OF 92 IN THE MATTER OF THE APPLICATION 
FOR AUTHORITY TO IMPLEMENT THE PROPOSED CAPITAL EXPENDITURE PROGRAM FOR REGULATORY YEAR (RY) 2016, WITH PRAYER FOR PROVISIONAL AUTHORITY. 

Why does this DU not have per substation reliability indices or study?
