Good day! I am Andrea Angeles, currently a 5th year BS Architecture student at Technological Institute of the Philippines - Quezon City. I am currently doing my architectural capstone research that includes a comprehensive study of the site of my proposed project. This includes knowing the owner and the exact measurements and bearing of the lot, and the document that proves it. 

With this, I would like to inquire if where could I acquire a copy of Transfer Certificate Title (TCT) of a lot inside the New Clark City of BCDA within the city of Capas, Tarlac?
