May Cecilia C. Malicdem
FOI Receiving Officer, Philippine Reclamation Authority

Thank you for your response. I checked the People's Freedom of Information Manual (as of 26 January 2021) but I did not find Section 4.2.4 there, however, I found Section 6.5 stipulating how the request should be made. Section 6.5 really does state that the reason for the purpose or purpose of the request of information shall be sufficiently described but it does not say anything about a set of criteria to qualify whether a request is "legitimate" or not. I will be re-writing again the request to your good office specifying the reason as per Section 6.5 of the People's Freedom of Information Manual and hoping to receive a positive response from you. Thank you.
