June 13, 2022 Dear Mr. Kai Doering: This refers to your request dated June 11, 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request: “I would like to request the following information from your university. 1. What percentage of your staff/workers/students has 1 dose, 2 doses, 1 booster or 2 boosters of the covid-19 vaccine? 2. How may sick days do you report per month for the workers/staff/students per month starting January 2020? Please also indicate population for comparison. 3. How many students reached out for medical/psychological help per month for the workers/staff/students per month starting January 2020? Please also indicate population for comparison.” Purpose/(s) stated for request – Research Since you did not provide the certification required under the UP FOI Manual, we regret that in the meantime we are constrained to DENY your request. Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states: “The right of the people to information on matters of public concern shall be recognized.
