OGCC as statutory Counsel of PNCC to advise its client to follow the FOI Law.
Kindly furnish me a copy of following:
1) Citra and PNCC supplemented their BJVA on 9 January 2012 on implementation of Stage 3 of MMS 
2) November 12, 2012 Restated Second Supplement to BJVA, the parties formed Citra Central Expressway Corporation (CCEC) as their vehicle to implement Stage 3
3) September 26, 2013, former President Benigno Aquino III approved separate Supplemental Toll Operating Agreement (STOA) governing the design, construction, operation and maintenance of the MMS-Stage 3 Project.

Dear Victor Manuel,

We write in connection with you Apri 2, 2017, advising OGCC, among others, to advise our client PNCC to follow the Executive Order No. 2 (FOI Law).  We had this issue noted.

Also, we wish to inform you that we have not formally replied to you on this earlier, as OGCC, even upto now, experiences problems with accessing our accounts in the eFOI portal.  We have reported this to the PCOO technical staff, and the problem keeps on occuring every now and then.  It was only recently that we successfully accessed our accounts again.

Is this request offensive?
