Dear Sir/ Madam:

Thank you for your immediate response. We need to research about Agency to Agency procurement. We need to be clarified on the following:

-Does “Servicing agency owns or has access to the necessary tools and equipment required for the project” means that this limit the servicing agency from procuring equipment and toos for the project? For example: if project is production of coffee table book and conceptualization and design/ layout is produced by the servicing agency can it have the printing procured via small value procurement or competitive bidding?
