In response to your request, we referred the matter to our Research and Development Department. Complete copies of the guidelines can be retrieved in the Pag-IBIG Fund Website or through this link - https://www.pagibigfund.gov.ph/circulars_housing.html.

The Fund’s Annual Report and Audited Financial Statements can also be found in our website or through this link - https://www.pagibigfund.gov.ph/transparencyseal.html

Finally, regarding the List and Background of Programs, Projects and Activities open for Civil Society Organizations (CSOs ) participation, you may coordinate with Ms. Jacqueline O. Constantino, Department Manager III of the Institutional Housing Department at joconstantino@pagibigfund.gov.ph for your proposed housing projects.

Meanwhile, Atty. Karin Lei N. Franco-Garcia, the Vice President for Public Relations and Information Services Group, informed our Office that she has also provided answers and the links to the sources of information you requested on two separate occasions:

1. In an email dated 14 July 2021, immediately following the FOI-PMO’s Webinar Briefing, Atty. Franco-Garcia already provided the relevant website links for the Fund’s Annual Budget and Audited Financial Statements.

Likewise, as to the request for COA findings in 2020, she verbally reported in her 14 July 2021 Webinar Briefing with FOI-PMO that COA has yet to release its Audit Report for 2020. She reiterated this in her 27 July 2021 Webinar for the CSOs, a webinar hosted by the FOI-PMO during which you were the host/ moderator.

2. For the list and background of programs, projects, and activities open for CSO participation, she mentioned in the FOI-sponsored Webinar last 27 July 2021 that the Fund’s briefings on programs are usually conducted through the employers (in the case of Member Services Operations Cluster) and through LGUs (in the case of Housing Loans Operations Cluster).
Thank you.

Very truly yours,

Department Manager III, Legal Department and
Deputy Compliance Officer

1 While your FOI request did not specify what “CSO” means, as confirmed by our Research and Development Department, CSO pertains to Civil Society Organizations since they are the ones which usually request for data on housing projects.
