Last month I asked for information about PIDS. As part of my requirement in DR&DM, I would like to ask for the following:

1. What are the duties and responsibilities of the following:
a. Research Service Department
b. Research Information Department
c. Administrative and Finance Department

2. How are the relationship of each department to one another?

3. How does the departments support each other?

All the information that I am asking will help me in drafting my paper.

Thank you for your request dated November 9, 2022 02:20PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for the duties and responsibilities of the AFD, RID, and RSD, its relationship with one another and the manner on how they support each other.

Response to Request

Below are the duties and responsibilities of each department:

a. Research Services Department (RSD)
	- Coordinates the development of the overall research program of PIDS and monitors the implementation of its research projects. It provides both technical and management support to the research undertakings of the Institute to ensure the efficient and timely development, management, and implementation of its research programs and projects. It has two divisions: the Research Program Management Division (RPMD) and the Information and Communications Technology Services Division (ICTSD). 

b.  Research Information Department (RID)
-  Markets the research outputs of the Institute to promote their utilization. Its role, through the years, has evolved from simple dissemination to more proactive engagements that aim to educate and enlighten the public’s understanding of socioeconomic development issues. It does this through its two main divisions: the Publications and Circulation Division and the Public Affairs Division. It sets up appropriate seminars and fora to encourage dialogue between researchers and policymakers. 

c. Administrative and Finance Department (AFD)

-	Takes charge of providing effective, timely and facilitative auxiliary and logistical services to the day-to-day operation of the Institute and its research projects. It consists of the Administrative, Accounting and Control, Finance, and Procurement Management Divisions. 

As to its relationship with one another:

The above-mentioned support departments as well as the Research Group take interrelated activities to carry out the PIDS mandate. The RSD is involved in the development of a research agenda which identifies the needs for planning and policy while the actual conduct of research based on the research agenda is being performed by the Research Group. Correspondingly, the RID performs dissemination and promotion of the use of research results through its publication, seminars, and press releases activities. Likewise, the AFD administers and coordinates an overall program of administration for PIDS and its research projects, and provides technical advice and assistance in various areas of administrative services such as but not limited to personnel management and development, property and supply procurement and management, general services and transport, and financial management and accounting services and control, among others. These departments work together in support to the attainment of the Institute’s mandate in providing relevant, credible and rigorous research of policy issues that can guide policymaking in the country.

Lastly, on the support they render with each other:

To support the activities of each department, an efficient collaboration among the staff members is established and being implemented. These involve cultivating a shared vision, mission, and quality policy, and in-depth understanding of each other’s roles in the Institute. Each department strives for a common goal of achieving outstanding outputs and client experience. Moreover, the Institute has established a culture of quality and excellence, and a collegial environment which promotes open communication and ease of coordination within the organization.
