I am Eileen Gay Coronel, a graduate of BS Development Communication major in Community Broadcasting with student number 2000-48918, would like to request for a list of UPLB students who graduated on 23 April 2005. This list is being asked by the Philippine Regulatory Commission (PRC) Lucena, as one of the requirements for the filing of Application for the Licensure Exam for Teachers. Hence this request.

Dear Ms. Collo:

Warm greetings!

This refers to your request dated 14 June 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.  You asked for information on the list of UPLB students who graduated on 23 April 2005.

Since you did not provide Form F which needs your signature and should be administered under oath as required under the UP FOI Manual, we regret that we are constrained to DENY your request.

Article III Section 7 of the 1987 Constitution, which is the basis for the requirement under the UP FOI Manual, states:

“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to the documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as many be provided by law.”
