This refers to your request dated 17 November 2020 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

You asked for information on the UPLB Master Development Plan.

Since you did not provide Form F which needs your signature and should be administered under oath as required under the UP FOI Manual, we regret that we are constrained to DENY your request.

Article III Section 7 of the 1987 Constitution, which is the basis for the requirement under the UP FOI Manual, states:

“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to the documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as many be provided by law.”
