Hi! I respectfully request the EFFECTIVITY DATE of ARI A, B, and C No. 2, series of 2018 (http://www.amlc.gov.ph/images/PDFs/DIGICUR%20ARI%20(ORIGINAL%20SIGNED).pdf).
Section 11 provides that it shall take effect 15 days after its publication in a newspaper of general publication, pursuant to a long catena of Supreme Court cases, leading of which is Tanada v. Tuvera.
The effectivity date is indispensable to the compliance of the guidelines set therein. The non-compliance therewith is considered a grave violation of RIAS, per Section 8 thereof.

This concerns your request for information regarding the effectivity date of the AMLC Regulatory Issuance (ARI) A, B and C No. 2, Series of 2018 or the Guidelines on the Digitization of Customer Records (DIGICUR).
Please be informed that the Guidelines on DIGICUR were published in Business World, a newspaper of general circulation, on 25 September 2018. A copy of said Guidelines were filed with the Office of the National Administrative Register (ONAR) on 28 September 2018. As such, the effectivity of the said guidelines is fifteen (15) days from date of filing with the ONAR, or on 13 October 2018.
