Dear Public Citizen,
I refer to my letter of Aug 24, 2023 11:03:26 AM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Philippines's technological capability for Artificial Photosynthesis research and development.
In order for us to work further on your request, we need more information from you regarding your query. As part of our FOI process, students conducting research must include an endorsement letter from their professors/teachers. We would be waiting for this endorsement letter to process your request. Attached file contains my endorsement letter from my mentor and faculty. If it's alright I will also inquire for the following:
1. Is it beneficial to the Philippines to develop an Innovation hub with research facilities that focuses on Artificial solar fuel technology that uses Photoelectro-chemical system (possibly more sustainable than electrolysis) for future industrial use.
2. Does Philippines have a plan to tackle artificial photosynthesis technology R & D in the future.
3. Design criteria/standard for innovation hub/research facilities for solar fuel technology.

I apologize for my previous replies, kindly disregard, because it appears the Philippines is about to tackle Artificial Photosynthesis through DOST-ITDI’s proposed program on green hydrogen production using locally-produced electrolytic cell for water splitting.
I would like to inquire for the following:
1. Government proposed site/location of facility for the upcoming electrolytic cell (EC) system R & D.
2. (If the facility already exist) Can I propose a dedicated facility for Artificial Photosynthesis that encompass Photovoltaic and EC system R & D on other location?
3. 3 Regions/locations best fit for an Artificial Photosynthesis Research Facility.
4. Design standard/criteria for a Photovoltaic and EC system Research Facility.
Again I apologize for my mistake, attached below is my endorsement letter.
