Per FPA's Fertilizer Regulatory Policies and Implementing Guidelines (Bluebook), please be guided on the following terms for manufacturer and processors. Manufacturer – any person engaged in fertilizer operations through the conversion of raw materials into a finished fertilizer product. Processor – any person engaged in the fertilizer operations through a series of mechanical operations to alter the physical form of raw materials from mining or mineral deposits into a finished product readily available as a plant nutrient As we are currently updating the list of handlers, we will email you the updated list once it is available.
