RA No. 11055 or the Philippine Identification System Act

Requested from PSA by Carlos Beltran at 12:01 AM on Jan 10, 2019.
Purpose: Questions regarding Section 9 Registration and date of implementation
Date of Coverage: 07/24/2017 - 01/09/2019
Tracking no: #PSA-498035385937

Carlos 12:01 AM, Jan 10, 2019

To the PSA FDM's: Sec. 9 Registration it states that "every citizen or alien" shall register - what if someone refuses to register for religious reason, is the government going to force them? Because Revelations 13:17 "And that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name." So it's already time to be marked by the beast, so why has this not been implemented yet? The excuse was that the implementing rules and regulations are still being drafted, can you provide an estimated date when we can all be marked by the beast? LOL.

Dear Carlos Beltran,

Greetings!

Thank you for your request dated Jan 10, 2019 12:01:30 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for RA No. 11055 or the Philippine Identification System Act.

Response to Request

Your FOI request is approved.

All citizens and residents aliens shall register personnaly to PhilSys, but, there is no penal provision to those who will not register and apply for national ID based on the RA 11055 and in the Implementing Rules and Regulations of the law. However, the PhilID or PSN which is given after the registration is very functional which can be used when dealing with national government agencies, local government units, government-owned or -controlled corporations, government financial institutions, and the private sector.

The roll-out implementation of the Philippine Identification System (PhilSys) is planned to be conducted this year. The PSA in coordination with other government agencies will conduct an extensive awareness campaign on the registration of Filipino citizens and residents to PhilSys.

Kindly visit the PhilSys page on our website for more information and updates- https://psa.gov.ph/philsys or please check our notice to the public as posted yesterday- http://www.psa.gov.ph/content/notice-public. You may also directly call the PhilSys-PMO at (+632) 616-6331 or email them at nids.staff@psa.gov.ph.
