Hi! I am currently conducting a market research (competitive analysis) to improve recruitment strategies.

One of the methods we are using is to conduct a competitive analysis. As such, I would like to ask the assessment tools and HR best practices used in the recruitment and hiring of government employees, particularly for academic/ teaching-related positions.

Dear Ms. Berones, 

This refers to your request dated 5 September 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request asked for HR Best Practices in Candidate Assessment. 

Please refer to the link to the UP System manual https://osu.up.edu.ph/wp-content/uploads/2014/05/SHAPING-OUR-INSTITUTIONAL-FUTURE.pdf pp. 15-17 which refers to the minimum expectations for entry into a particular academic rank. 

Note that  the manual which is the general assessment tool used throughout the UP System  only provides for minimum expectations per rank such that various academic units (departments, institutes, schools and colleges of the different UP campuses may have more stringent requirements e.g. minimum PhD or equivalent e.g. D Sci etc. even for Assistant Professors. 

As for your query re HR best practices,  we  are constrained to DENY your request as the same requires us in effect to perform research services for you (again because various units may have diverse best practices)   and therefore your request falls outside the ambit or purview of the abovementioned E.O. and the Constitutional provision that it seeks to implement.
