Hi,

RA 7743 of 1994 mandated the establishment of public and community libraries in all LGUs. Article X of the IRR of RA 7743 creates Local Library Boards in all LGUs, as well as Friends of the Public Library organizations in all LGUs.

I would like to know if any Director of the National Library since effectivity of Local Govt Code in 1992 or RA 7743 in 1994 has issued any directive or guidance regarding the implementation of Article X of the IRR of RA 7743.

Because if this does not exist, I have a draft document for the consideration of the present Director of the National Library to sign.
