The Office of the National Security Adviser is responsible for producing and distributing copies of the Practical Guide for National Crisis Managers and the Core Manual from the national to the local levels under section 5 of Executive order No. 82 series of 2012.

May I know the process how the Office of the National Security Adviser or the National Security Council produce and disseminate these manuals at the national and local levels. 

How were these manuals produced distributed and in what format, and how many national and local agencies have received the copies.
