I refer to my letter of Nov 15, 2022 04:25:44 PM about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for Implementing Rules and Regulations (IRR) of RA 11768.

Incidentally, the copy of the said IRR is not yet available at this time. But the NYC is exerting all efforts to ensure the availability of the IRR for circulation at the soonest.
