I am a PhD student in Applied Economics from the University of Minnesota doing research on labor markets in the Philippines. Attached herewith is a letter requesting data on the salary schedule followed by LGUs to determine civilian personnel salaries for the years 2005-2018. I expound on the particulars in the letter.

Dear Mr. Chua,

This refers to your request for data on the exact/actual salary schedules used by local government units (LGUs) from CY 2005 to present.

Unfortunately, we do not have information on the actual salary schedules that LGUs have adopted and are currently adopting.  The uniqueness of the local pay plan emanates from the policy provided under Republic Act No. 6758 that the pay in LGUs shall depend on the income classification of the respective LGUs. As self-reliant and self-sufficient entities, the capacity of LGUs to pay their obligations and operating requirements, which includes salaries and wages, is limited by their available funds and income.  

With regard to your other request,  the Civil Service Commission (CSC) may be in a better position to provide information on the composition of local government employees as they are processing all LGU appointments.  The manpower database maintained by the DBM is only limited to employees of the national government agencies.
