Funding sources and prioritization of release for the rehabilitation & recovery needs from disasters

Requested from DBM by M. Pillejera at 12:28 PM on Jan 23, 2023.
Purpose: To supplement the research for the loss & damage fund - a thesis being advised by Dean Tony La Vina
Date of Coverage: 01/01/2009 - 12/31/2022
Tracking no: #DBM-679531116129

Pillejera 12:28 PM, Jan 23, 2023

I am Katreena Pillejera, one of the finishing students of the Master in Public Management at the Ateneo School of Government (ASoG).

Part of the program is the completion of the Governance Innovation Report (GIR) (essentially a thesis). My GIR is focused on loss and damage funding. Hence, I am reaching out to gather info on the said funding covering the PNDAs on typhoon Ondoy and Pepeng, Sendong, Pablo, Yolanda, and Odette and hopefully to interview key people from your agency to better understand how the fund is mobilized, including its availability and accessibility.

Thank you,
Katreena

Dear Ma Katreena Pillejera,

Greetings!

Thank you for your request dated Jan 23, 2023 12:28:42 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your request

You asked for Funding sources and prioritization of release for the rehabilitation & recovery needs from disasters.

Response to your request

While our aim is to provide information whenever possible, in this instance you mentioned about Post-Disaster Needs Assessment (PDNA). Please be informed that the DND- Office of Civil Defense would be the appropriate agency to consult on the matter. The DBM releases funds to cover rehabilitation of damaged facilities due to calamities pursuant to a Presidential approval, although the prioritization of rehabilitation projects is not within this Department's mandate. DBM concern is fund release in accordance with the approval of the President. However, you may wish to contact the Office of Civil Defense of the Department of National Defense which acts as Secretariat of the National Disaster Risk Reduction and Management Council.

You may also check the DBM website for information on the National Disaster Risk Reduction and Management Fund as well as the process flow for calamity-related requests and releases.

Thank you.

Respectfully,
