January 30, 2023 Dear Ma Katreena Pillejera, Greetings! Thank you for your request dated Jan 23, 2023 12:28:42 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request You asked for Funding sources and prioritization of release for the rehabilitation & recovery needs from disasters. Response to your request While our aim is to provide information whenever possible, in this instance you mentioned about Post-Disaster Needs Assessment (PDNA). Please be informed that the DND- Office of Civil Defense would be the appropriate agency to consult on the matter. The DBM releases funds to cover rehabilitation of damaged facilities due to calamities pursuant to a Presidential approval, although the prioritization of rehabilitation projects is not within this Department's mandate. DBM concern is fund release in accordance with the approval of the President. However, you may wish to contact the Office of Civil Defense of the Department of National Defense which acts as Secretariat of the National Disaster Risk Reduction and Management Council. You may also check the DBM website for information on the National Disaster Risk Reduction and Management Fund as well as the process flow for calamity-related requests and releases. Thank you.
