Hi! I would like to ask for  clarifications on provision on newly-hired employee under Item No. 9.1 of Budget Circular No 2018-01 "if expected to render services for at least six (6) months for the rest of the year."  Should the employee need to render another 6 months after complying with the 1st 6 months or from the date of release of the allowance? Do employees hired between the 1st day of July and the 31st day of December of every year the once who are not able to receive the clothing allowance? And those who were hired between January 1-July 31 eligible to claim? Thank you.

Greetings!

Thank you for your request dated Aug 26, 2022 10:02:25 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

Your Request

You asked for Clarification on provisions on newly-hired employee under Item No. 9.1 of Budget Circular  (BC) No 2018-01.

Under BC No. 2018-1. a newly-hired employee may qualify to the grant of 
Uniform/Clothing Allowance (U/CA) only after rendering 6 months of service, and if expected to render services for at least 6 months for the rest of the year.

To expound, there are 2 conditions for a newly-hired employee to qualify to the grant of U/CA on the first year of employment: (i) the employee has rendered 6 months of service, and (ii) the employee is expected to render another 6 months of service for the rest of the year.  If the employee has complied with the first condition but not with the second one, he/she shall be included in the grant of the U/CA on the following year, if still in the service.
