Good afternoon! I would like to request the letter of memorandum agreements signed by the President Rodrigo Duterte and his russian counter part starting in year 2017 too this date i think there was 9 or 10 agreements that is signed by Duterte in his state visit in Russia. Dear Mr. John de Jesus,

We refer to our letter of 04 December 2018 02:37:08 PM; about your request under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch, for signed Memorandum of Agreements between the Philippines and Russia starting 2017.

Our response to your request is due on 26 December 2018. Unfortunately, it is taking longer than expected to deal with your request.

In order for us to continue processing your request, we would like to convey the following information:

1.	That no agreements were signed by President Rodrigo Roa Duterte and President Vladimir Putin of the Russian Federation;

2.	That the agreements concluded between the Philippines and Russia may be classified as government-to-government or agency-to-agency, on a specific agenda (i.e., tourism, agriculture, trade and industry, transportation, et. al);

3.	That in order for the Department to respond adequately to the stated research purpose, you may wish to review the attached news article from the Presidential Communications Operations Office (PCOO) so that you may identify which specific bilateral agreement you wish to obtain.

We apologize for this delay but have applied for an extension so we could work further on your request. We hope to be able to send you a response on or before 29 January 2019.
