Accordingly, DoH Secretary Herbosa assured yesterday that he will prioritize the disbursement of HEA. It has been months already that up until now we still have not received our 2023 HEA. May I know if there's an order (DO) for the release of 2023 HEA for various hospitals and may I request for that said document.

Response to Request
Your FOI request is approved.
Please be informed that Special Provision No. 14 under Republic Act No. 11936 or the 2023 General Appropriations Act (GAA) appropriated Maintenance and other Operating Expenses (MOOE) funds for the grant of HEA which may also be used to pay arrears reckoning July 2021 in accordance with applicable laws. Presently, the Department of Health is prioritizing claims for CY 2021 and 2022 over the claims for CY 2023
