Good day! I would like to kindly request for the IRR of RA 10351 (Sin Tax Law of 2012). I have been looking for it in the internet to no avail. I will be using it to review the processes of disbursements from the different government Departments to implementing in different agencies such as DOH programs and PhilHealth.

You asked for RA 10351 Implementing Rules and Regulations.

Response to your request

While our aim is to provide information whenever possible, in this instance this Office does not have the information you have requested. 

According to SEC. 12. Implementing Rules and Regulations of RA 10351 (Sin Tax Law of 2012), The Secretary of Finance shall, upon the recommendation of the Commissioner of Internal Revenue, and in consultation with the Department of Health, promulgate the necessary rules and regulations for the effective implementation of this Act not later than one hundred eighty (180) days upon the effectivity of this Act.

We regret to inform that the DOH does not have a copy of IRR of RA 10351 and we request that you coordinate with the Department of Finance (DOF) and Bureau of Internal Revenue (BIR) for this request
