I would like to request database of Reliability Indices (SAIFI, SAIDI, MAIFI) of for every substation of CEPALCO, including cause of interruption (storm, scheduled O&M, etc) from 2017 to 2021 in Excel, preferably.

This does not satisfy my request. I specifically asked for each substation as defined in the Philippine Distribution Code (PDC) 2017:
1. Section 3.3 RELIABILITY STANDARDS FOR DISTRIBUTION UTILITIES, and;
2. As illustrated in Appendix C of PDC 2017
A sample reliability study for each substation was presented in ERC CASE NO. 2015-016 RC – ANNEX C PAGE 40-41 OF 92 IN THE MATTER OF THE APPLICATION
FOR AUTHORITY TO IMPLEMENT THE PROPOSED CAPITAL EXPENDITURE PROGRAM FOR REGULATORY YEAR (RY) 2016, WITH PRAYER FOR PROVISIONAL AUTHORITY.
Why does this DU not have per substation reliability indices or study? I will request for appeal.
