Hi i would like to information about being bypassed on a promotion
 I work as a government dentist at our lgu rural health unit recently the sangguniang bayan created a position of dentist IV for an ex councilor i hold a dentis II position for about 13 years now. 

1. is it legal for our kind of municipality to have a dentist IV item though we're just a municipality and we are under the local health unit/rural health unit that states we can only have a dentist II drntist IV is for provincial/city health office
2. If that item is legal what can i do about being bypassed for that position?
