Hi FOI Team,

1. May I please request the information on the status for the upcoming Maritime Disaster Response Helicopter Acquisition project?

2. The project mentions seven SAR helos for acquisition but the Philippines AOR (SAR, MarSafety and MarLen at least) is massive. Does the PCG 2028 plan call for more SAR Helicopters, at least 13 for each CG District?

Hopeful for your prompt and informative response. Thank you.

Keep up the good work, PCG! Your improving performance every year does not go unnoticed.

Regards,
Lloyd Intalan

Decision 01:23 PM, Dec 20, 2018

Dear Mr. Intalan,

For your request for information on the Maritime Disaster Helicopter Acquisition Project, below is the response of the Acting Commander, Coast Guard Aviation Force.

1. On the status of Maritime Disaster Helicopter Acquisition Project, this has to undergo evaluation by NEDA-ICC to determine the most appropriate mode of procurement (leasing, direct purchase, G to G or lease-to own) and the funding source. At this moment, the Philippine Coast Guard is waiting for the schedule of NEDA-ICC meeting wherein the project will be presented.

2. If the above project will materialize, the seven helicopters will be deployed to pre-identified staging areas known as "six circles of influence". These areas are located in NCR, Northern Luzon, Eastern Visayas, South Eastern Mindanao, Southwestern Mindanao and Palawan wherein vast maritime traffic can be found. Hence, seven helicopters will be able to cover the entire Philippines during conduct of disaster response operations, maritime law enforcement (MARLEN) and SAR operations. However, in order to provide more service to the public, the PCG needs to acquire additional six (6) medium sized helicopters. This will be done after the completion of the Maritime Disaster Helicopter Project.

Hope this information may help you with your research
