Hi PCG FOI Team,

1. May I please ask what is the status of the Maritime Safety Enhancement Project that was approved by the NEDA Board last January 2020?

2. Is this still Korean ODA?

Keep up the good work, PCG! Thank you.

Dear Lloyd Intalan,

Greetings!

Thank you for your request dated Aug 16, 2022 07:49:03 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.

According to our Deputy Chief of Coast Guard Staff for Maritime Safety Services, CG-8, there is ongoing coordination for the implementation of MSEP Project. CG-8 has already sent a letter to the Secretary, DOTr last 9 August 2022 informing the Department of the recent updates in relation to the original proposed location and actions to be undertaken by the PCG. A separate letter bearing the same date was also sent to DOTr to obtain clarification from the DOTr Legal Service and Comptrollership Service if the transfer of funds for the Environmental Social Impact Assessment (ESIA) of the study is still feasible at this time taking into consideration the provision on the MOA between the PCG and DOTr.

Accordingly, CG-8 also confirms that the MSEP Project is under the Economic Development Cooperation Fund-Export-Import Bank of Korea (KEXIM) ODA Loan.

If you are not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).

Thank you.

Respectfully,
