Good day! We are BS Chemical Engineering students of the University of the Philippines Diliman. 

We would like to request data on traffic flow along Katipunan Avenue, or whichever location the requested data is available. 

Specifically, the requested data will be on:
1. Average Velocity of Vehicles
2. Number of Commuters
3. Approximate Number of Vehicles 

This request is made in relation to the design project we are currently undertaking as part of the requirements of ChemE 130 (Process Fluid Systems).

You asked for Traffic Flow/ Information along Katipunan Avenue.

Response to your request

Since you did not provide proof of Filipino citizenship which is required under the UP FOI Manual, we regret that in the meantime we are constrained to DENY your request.
Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states:
“The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.”

You must also submit the following certification  as required by the UP Diliman FOI Manual via email to once you have re-filed your request via the eFOI portal. 
I declare that:
a.       the information I provided in the eFOI  portal and/or the eFOI request form   is complete and correct;
