February 22, 2019 Dear Ms. Michelle Co: This refers to your request dated February 21, 2019 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request: “1. Number of enrolled undergraduate UP Diliman students from the first semester of Academic Year 2008-2009 to the first semester of Academic Year 2018-2019 who withdrew their enrollment and took LOAs, categorized by semester and by degree program and college. 2. Number of undergraduate UP Diliman students who did not enroll because they were already on LOA, categorized by semester from the same duration and by what degree programs and college they were from. 3. Reasons cited by these students on why they filed for a LOA. 4. Number of undergraduate students from the same duration who had AWOL status, categorized by semester and by degree programs and college. 5. Reasons cited for AWOL, of possible.” Purpose/(s) stated for request – Academic purposes Since you did not provide proof of Filipino citizenship which is required under the UP FOI Manual, we regret that in the meantime we are constrained to DENY your request. Article III Section 7 of the 1987 Constitution which is the basis for the requirement under the UP FOI Manual states: “The right of the people to information on matters of public concern shall be recognized. Access to official records, and to documents, and papers pertaining to official acts, transactions, or decisions, as well as to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.” Refer also to the FAQ at https://www.foi.gov.ph/help You must also submit the following certification as required by the UP System FOI Manual via email to firstname.lastname@example.org once you have re-filed your request via the eFOI portal.
