January 25, 2022 Dear Mr. TJ Tolentino: This refers to your request dated January 24, 2022 under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch. Your request: “ can a mayor in the philippines declare enemy of the state to a certain group/individual. also is there such a thing?
