Greetings!
Thank you for your request dated Apr 11, 2022 09:45:35 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch.
Your Request
You asked for Adoption in a tribe/indigenous.
Please be informed that NCIP only issues Certificate of Confirmation (COC) to qualified ICCs/IPs through our concerned regional offices (for national purposes) and provincial offices (for local purposes).
Likewise, among the requirements for the issuance of COC are the following:
1. Genealogy.
2. Certificate of IP Membership (CIPM) issued by Tribal Leader/Elders/IPS certified by a concerned regional office authorized to sign and issue CIPMs.
Kindly refer to the attached COC guidelines for further reference.
Further, you are advised to coordinate with the Office on Empowerment and Human Rights (OEHR) for other necessary personal details particularly on the tribe you belong to or claiming to belong to including the province/region where you or your family claim their roots so that we can endorse you to the proper regional office to process your application and advice you properly on the matter.
For those who are not members of the IP/ICC communities, you are hereby informed to refrain from engaging fixers and other entities in the false hopes that you can acquire a COC through them. That is prosecutable under the LAW!
REMINDER: TRIBAL ADOPTION FOR THE PURPOSE OF COC ISSUANCE IS NOT RECOGNIZED UNDER NCIP ADMIN ORDER NO. 2 SERIES OF 2019
