May we please request minutes of the NWPC meeting where the decision was made to discontinue computation of the family living wage which was last released in 2008?

If the minutes do not reflect the rationale for the discontinuation, may we request a copy of any document explaining the reason behind the discontinuation?

Your Request

You asked for a decision/rationale to discontinue the computation of family living wage.


Response to Request

Relative to your follow up letter dated 07 May 2022, may we inform you that the posting of family living wage (FLW) data on the NWPC website was discontinued in 2008 because the FLW estimates are not part of the Philippine Statistics Authority’s (PSA) System of Designated Statistics (SDS), and the methodology developed by NWPC in 1998 to generate said data no longer captures the prevailing income and spending patterns of households. 

Please note that under Executive Order (EO) No. 352 “Designation of Statistical Activities that will Generate Critical Data for Decision-Making of the Government and the Private Sector,” the SDS is a mechanism that identifies and designates the most critical and essential statistics required for social and economic planning/analysis based on approved criteria set by the PSA Board. At present, there are 67 designated statistics/statistical activities per EO 352 and subsequent PSA Board Resolutions.

Thus, any research/data generation initiative undertaken by the NWPC on FLW is solely used by the Commission and the Regional Tripartite Wages Boards as an input to their minimum wage determination function, and not as part of the country’s official statistics for private-sector consumption.
