Dear Justice Elpidio Vega, 

CMMTC has a chosen partner way back in November 27, 1995 prior to July 11, 2003 the effectivity and implementation of RA 9184 or the Procurement Law.  The introduction of a new STOA and new JV partner in September 26, 2013 namely CCEC requires an open and public bidding.
