Good day!
Regarding the DO 198, it states that the rules does not apply to the public sector such as national government agencies, government-owned and controlled corporations with original charters ,government financial institutions, state universities and colleges and local government units. How about government agencies of other countries that are based here in the Philippines? Example: Embassy, Trade Centers, Cooperation Agency, etc.

You asked for Department Order No. 198.
Response to Request
May we provide you with the copy of CSC-DOH-DOLE Joint Memorandum Circular (JMC) No. 1, s. 2020, the Occupational Safety and Health (OSH) Standards for Public Sector. While the DOLE OSHS does not cover the public sector, this JMC served as OSHS for public sector.
However, on you concern about government agencies of other countries based in the Philippines such as Embassy, Trade Centers, Cooperation Agencies, etc., may we refer you to Department of Labor and Employment or Department of Foreign Affairs, as this is beyond our jurisdiction.
