Dear Sir Arnel,

I trust in your OWWA, I am Filipino citizen a resident here in Canada an OFW before now I’m facing deportation due to wrongful convictions and miscarriages of Justice I was tortured and treated in an inhumane and degrading condition and my rights were infringed, I was also detained arbitrarily a clear violation of my human rights as well as a victim of police brutality and I have been trying to contact our consulate but unfortunately until now no assistance or even a response was made by our consulate and embassy here that is why I’m reaching out to your honorable office.

Dear Mr. Joel Q.Sison,

Greetings!

Thank you for your request dated May 14, 2023 09:02:55 AM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch for assistance to OFWs who are victims of torture and inhumane degrading treatment in Canada.

Mr. Joel Q. Sison thank you for the trust in OWWA.  

Just as any government agency,  we have specific mandates to perform.  OWWA is mandated by law to provide welfare assistance to our member-OFWs and other OFWS.

In order for OWWA to help you, we have to get detailed information about your statement on the violation of human rights.  OWWA's data base has no record of your employment in Canada.  What we have is your employment as a laborer at the Kingdom of Saudi Arabia.

It is strongly suggested that you wait for the assistance of the Philippine Embassy.  Canada's federal courts and immigration offices would have informed the Philippine Government by now through the Philippine Embassy in Ontario, Canada if you are for deportation.  Surely, relatives and friends of yours in Canada and back in the Philippines have filed request for assistance in the proper Philippine agency.

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing the OWWA- FOI Decision Makers at email: foi_dm@owwa.gov.ph. Your review request should explain why you are dissatisfied with this response and should be made within FIFTEEN (15) calendar days from the date you received this letter. We will complete the review and tell you the result within THIRTY (30) calendar days from the date we received your review request.

However, if you are still not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
