Dear Sir/Madam,

I am Gil Crisostomo Garcia, 10 years OFW from Doha, Qatar.
Mag pi print po sana ako ng OEC Exemption sa POEAOnlineServices portal dahil ako po ay pauwi ng Pilipinas sa May 11, 2023 at pabalik naman ng Qatar sa June 11, 2023.
Hindi po ako makaproceed dun  sa pag print lang ng OEC exemption kahit pabalik po ako ng same country, same employer at same position. Dahil nga po siguro na ako ay naka tag na "OFW-Adjudication Watchlisted".

Need assistance po on how to deal with this problem. Hindi ko naman po first time na mag generate ng OEC exemption, ngayon lang po ito nangyari.

Dear Mr. Gil C. Garcia,

Greetings!

Thank you for your request dated May 09, 2023 07:26:47 PM under Executive Order No. 2 (s. 2016) on Freedom of Information in the Executive Branch for access to print out an Overseas Employment Certificate (OEC) due to the inclusion of the OFW in the  Adjudication Watchlist. 

Mr. Garcia please be properly informed that if an OFW is included in the  Watchlist by the Adjudication Office of POEA, you have to respond and settle the matter immediately, otherwise, you will not get an overseas employment certificate (OEC). Neither, can you get a new/renewed employment contract that is duly authenticated by the Philippine government thru the Department of Migrant Workers (DMW formerly POEA) or the Migrant Welfare Offices (formerly POLO) at the Philippine Embassy in Qatar.  

You must settle any case that you are involved with or implicated in if you want to avoid any hassle in returning to your employer.  Check with the DMW for a schedule of settlement while on your vacation this May 2023.

If you are unhappy with this response to your FOI request, you may ask us to carry out an internal review of the response by writing the OWWA- FOI Decision Makers at email: foi_dm@owwa.gov.ph. Your review request should explain why you are dissatisfied with this response and should be made within FIFTEEN (15) calendar days from the date you received this letter. We will complete the review and tell you the result within THIRTY (30) calendar days from the date we received your review request.

However, if you are still not satisfied with the result of the review, you then have the right to appeal to the Office of the President under Administrative Order No. 22 (s. 2011).
